CHICAGO—In response to calls for increased transparency and accountability, the Chicago Police Department announced Friday that it will begin monitoring all interactions with the public by using new bullet cams. “To ensure that all contact between law enforcement officers and residents is properly documented, five megapixel, high-definition cameras will be affixed to our standard-grade 9mm Luger caliber ammunition,” said Chicago Police Department Interim Superintendent John Escalante, adding that the bullet cams will capture the majority of public interactions and store them in a database. “We’ve invested heavily to modernize our police force and hope that the initiative will eliminate any misunderstandings between citizens and law enforcement.” When asked whether the public would have access to the footage, a Chicago police spokesperson had no comment.

Appeals judges have reversed the conviction of a man accused of raping a woman in Highland Park and ruled that Lake County prosecutors committed misconduct by making improper remarks at the end of the trial.
The judges wrote that prosecutors did not adequately prove the guilt of Nsoni Mpulamasaka, a native of Zambia living in Waukegan before he was charged with raping a learning-disabled Evanston woman, 41, in her vehicle outside a Denny's restaurant in 2011. His attorneys argued at trial in 2013 that the encounter was a consensual tryst between two married people, and the judges wrote in a decision filed Wednesday that the evidence of rape was "improbable and unsatisfactory."
Mpulamasaka, now 30, was sentenced to 12 years in prison, and he remained held Friday at Hill Correctional Center in Galesburg in western Illinois, prison records show. Prosecutors could challenge the ruling, and Mpulamasaka's attorney at trial, Jed Stone, said he did not expect him to be released immediately.
Lake County State's Attorney Mike Nerheim said he disagreed with the case's reversal, and he and his deputies would consider whether to fight the decision.
Stone said he was pleased that the appeals judges used the ruling to criticize prosecutors' conduct.
"It's a good day for all defendants," Stone said.
In finding misconduct, the judges wrote that prosecutors improperly emphasized the alleged victim's learning disability and suggested she'd been unwittingly led during cross-examination toward answers calling the defendant's guilt into question. The judges called out Assistant State's Attorney Reginald Mathews for sitting at the witness stand as he extolled the alleged victim's courage and impugned the credibility of Mpulamasaka, who did not testify in his own defense. The judges wrote that jurors might have acquitted Mpulamasaka if it weren't for prosecutor's "improper remarks."

The other person in the car was a man, and police said he was being treated at Stroger Hospital in Chicago.

BOSTON —A Boston police officer was rushed to a local hospital after being shot in the leg in the city's Dorchester neighborhood Friday morning, 5 Investigates reported.
The shooting happened at about 10:15 a.m. at 1 Mount Bowdoin Terrace near Eldon Street, sources tell 5 Investigates.
5 Investigates has learned that the male officer was shot in the leg and is expected to recover.
A WCVB photographer at the scene said the officer was conscious and talking after the shooting.
The officer was transported to Boston Medical Center. Boston Police Commissioner William Evans was en route to the hospital.
No other details were immediately available.

DeKalb District Attorney Robert James said he would ask a grand jury to indict Officer Robert Olsen of the DeKalb County Police Department, accused of shooting Anthony Hill on March 9 while responding to a call of a naked man behaving erratically outside a suburban Atlanta apartment complex.
The family of the 27-year-old vet said he'd struggled with mental health and drug problems.
The DeKalb County Police Department said it was not able to comment on an ongoing investigation. A phone number for Olsen could not immediately be found, and it wasn't immediately clear whether he had a lawyer who could comment on the charges.
Tensions between police and minorities have risen across the country in the aftermath of a series of officer-involved shootings mostly involving white law enforcement officers and unarmed African-American males. Incidents in Missouri, New York and elsewhere have set off a national debate and repeated protests about police conduct.
James' office presents every case involving shootings by officers to a grand jury for civil review, and the grand jurors recommend whether a case should be considered for criminal prosecution. Ultimately, the district attorney decides whether to seek indictment.
Grand jurors in October heard evidence in the case but said inconsistencies and contradictions prevented them from being able to recommend whether or not the district attorney should pursue indictment. The grand jurors recommended further investigation.
James said at the time that he had "serious concerns" about the case.
Hill's family in November filed a wrongful death lawsuit against the DeKalb County Police Department, Olsen, the county and its board of commissioners.

Mayor Eric Kellogg and City Clerk Nancy Clark last month filed the ordinance with the county clerk's office as required by law. However, the measure had been voted down by the council due to concerns over the mayor's refusal to provide them with information about city finances.
A spokesman for Cook County Clerk David Orr told the Chicago Tribune (trib.in/1ZQYmyE) that after consulting with the state's attorney's office, it was concluded the levy filed by the mayor and city clerk "was not legally valid."
Harvey spokesman Sean Howard said in a statement city officials disagree with the county's decision and looks forward to a resolution of the issue, preferably without court action.

“I was stunned,” she told the Daily News. “I was kind of like, the facts are the facts. This is what happened. These boys went to jail and lost 14, 18 years of their lives. How can you say that in a more balanced way?”

2 arrested & shots fired after Chicago police chase in McKinley Park
Two people were arrested and a third was at large Friday morning after a police chase in the McKinley Park neighborhood on the Southwest Side Thursday night.
Officers saw a vehicle, traveling at a high rate of speed, drive through a stop sign in the 3200 block of South Claremont about 10:30 p.m., police said. The officers tried to pull the vehicle over, and a chase ensued.
The vehicle crashed about a half block away at 32nd and Western, police said. Three males got out and ran off, with one pulling out a handgun and pointing it at officers, police said.

A northwest suburban woman admitted to police that she consumed several shots of liquor at a holiday party before crashing her car last month, killing an elderly woman and seriously injuring the woman's husband, authorities said.
Amber Honaker, 24, of Palatine, has been charged with aggravated DUI involving death and great bodily harm in the crash in South Barrington.
Honaker appeared Thursday in Cook County court, where her bond was set at $750,000.
The crash occurred Dec. 4 on Mundhank Road near Illinois Highway 72, but Honaker was not charged until this week because of injuries she sustained, McGee said. Honaker suffered a broken ankle and clavicle in the crash and appeared in Rolling Meadows branch court in a wheelchair.
Assistant State's Attorney Maureen McGee said Theresa and Joseph Miceli, of South Barrington, were heading northbound on Mundhank when Honaker's southbound car crossed the center line and struck their car head-on shortly after 8 p.m. Theresa Miceli died five days later from injuries she sustained; her husband remains hospitalized.
McGee said Honaker's blood-alcohol level registered at .24 after the crash, three times the legal limit.

The victim was taken to Presence Saint Joseph’s Hospital for treatment of injuries not considered life-threatening, police said.
Detectives from the Elgin Police Department’s Major Investigations Division are conducting the investigation and ask anyone with information about the incident to contact the Elgin Police Department’s Major Investigations Division at 847-289-2600.

The new “guidance” (“NYC Pronoun Ban”), which has power to levy hefty fines against “violators” who “discriminate,” is an extension of the New York City Human Rights Law, based on the city’s laws against gender discrimination.
Failing to use an individual’s preferred name or pronoun, under the new ban, will be considered a violation of New York City Human Rights Law, punishable by fines up to $250,000.
“Refusal to use a transgender employee’s preferred name, pronoun, or title (e.g., Ms./Mrs.) may constitute unlawful gender-based harassment,” the new NYC Pronoun Ban reads.
“Gender is defined as one’s ‘actual or perceived sex and shall also include a person’s gender identity, self-image, appearance, behavior or expression,’“ the new ban reads, “‘whether or not that gender identity, self-image, appearance, behavior or expression is different from that traditionally associated with the legal sex assigned to that person at birth.’

Rahm Emanuel orders Chicago Police to close 3 Negro clubs on West, South sides following shootings & violence

Chicago police have closed three unlicensed Negro social clubs on the West and South sides following shootings outside the clubs, including a double homicide Christmas weekend, the latest in what officials say has been a long string of violent incidents.
Ordered closed Thursday under the city’s Summary Closure Ordinance were the Loft, 5923 S. Wentworth Ave.; the Garfield Park Social Club, 3526 W. Lake St.; and a third social club at 3457 W. Harrison St., according to police and public records. The ordinance allows police to close businesses for up to six months if the police superintendent determines they are a threat to public safety.
“The closures will be effective until the establishments become licensed and work with police and city officials to develop an approved public safety plan to ensure they no longer threaten public welfare,” according to the release.
Shootings took place outside all three clubs in the last two weeks, and management at each of the clubs failed to report the attacks, according to the release.
In the most serious shooting, a man and a woman, identified as Ashley Eddings, 28, of Joliet, and Tyree White, 29, of the 200 block of East 121st Place, were killed down the block from the Loft about 2:15 a.m. Dec. 27. The two were shot while sitting in a car after a party at the club, according to the release.

CHICAGO — A man was shot while in his car on the Dan Ryan Expressway.
The shooting happened just after midnight Thursday on the southbound Dan Ryan near 75th Street.
State police said the man was the only person in the car when someone took aim from another vehicle traveling outbound.
He's being treated for a graze would to the shoulder at Roseland Hospital and is expected to recover.
Chicago police took the victim's car off the highway.
The outbound Dan Ryan was briefly closed between 75th and 79th Streets while police searched for shell casings. It has since been reopened.
There is no description available of the offender's car or how many people were in it.
No one is in custody.

JANUARY 7--Minutes after proposing to his girlfriend over the loudspeaker at Walmart, a Michigan man allegedly shoplifted a vibrator, an edible thong, and other sex toys from a nearby Spencer’s gift store, according to police.
In advance of popping the question last Wednesday night, William Cornelius, 25, purchased a $29.62 engagement ring at the Walmart in Bay City, police report. Then, after securing the permission of a store employee, Cornelius proposed to girlfriend Sheri Moore, 20, over the store’s public address system.
As seen on store surveillance footage, Moore said yes, prompting applause from fellow shoppers. Cornelius--who had dropped to one knee--and Moore, police report, can be seen hugging and kissing following the proposal.
But the couple’s engagement quickly became rocky.
According to investigators, Cornelius and Moore (seen above) went from Walmart to a Spencer’s store at the Bay City Mall. There, Cornelius allegedly swiped items with a combined value of $80.93. Included in the haul was a “Bride-To-Be” thong, a $14.99 18 inch anal vibrator, “BJ Blast” oral sex candy, and a $5.99 edible thong, Undersheriff Troy Cunningham told TSG.
Deputies responding to a theft call subsequently collared Cornelius (pictured at left) and Moore inside the mall. As first reported by the Bay City Times, Cornelius was asleep at a food court table, having apparently nodded off while attempting to tie his shoes.
A search of Cornelius turned up the Spencer’s merchandise. Cornelius reportedly admitted to stealing the items, saying that he pilfered the goods for his fiancée, adding that he had just proposed to Moore at Walmart.
Moore was found in possession of earrings and a necklace that had been taken from Walmart. While she denied shoplifting, Walmart surveillance video captured Moore placing merchandise in her purse. Moore subsequently told cops that Cornelius had stolen the jewelry.
Deputies arrested Cornelius for retail fraud, while Moore was nabbed for larceny. Both are free on bond on the misdemeanor charges.
Cornelius could face additional charges since he is currently serving a three-year probation term in connection with a 2014 felony conviction for ethnic intimidation. Cornelius and a male relative were convicted of attacking three black men who walked past their Bay City residence.
Moore, court records show, was arrested last September for stealing a cell phone from a Bay City man. She was released on $2500 bond in the misdemeanor larceny case, which remains open.

Then, after securing the permission of a store employee, Cornelius proposed to girlfriend Sheri Moore, 20, over the store’s public address system.
As seen on store surveillance footage, Moore said yes, prompting applause from fellow shoppers. Cornelius--who had dropped to one knee--and Moore, police report, can be seen hugging and kissing following the proposal.
But the couple’s engagement quickly became rocky.
According to investigators, Cornelius and Moore (seen above) went from Walmart to a Spencer’s store at the Bay City Mall. There, Cornelius allegedly swiped items with a combined value of $80.93. Included in the haul was a “Bride-To-Be” thong, a $14.99 18 inch anal vibrator, “BJ Blast” oral sex candy, and a $5.99 edible thong, Undersheriff Troy Cunningham told TSG.
Deputies responding to a theft call subsequently collared Cornelius (pictured at left) and Moore inside the mall. As first reported by the Bay City Times, Cornelius was asleep at a food court table, having apparently nodded off while attempting to tie his shoes.
A search of Cornelius turned up the Spencer’s merchandise. Cornelius reportedly admitted to stealing the items, saying that he pilfered the goods for his fiancée, adding that he had just proposed to Moore at Walmart.
Moore was found in possession of earrings and a necklace that had been taken from Walmart. While she denied shoplifting, Walmart surveillance video captured Moore placing merchandise in her purse. Moore subsequently told cops that Cornelius had stolen the jewelry.
Deputies arrested Cornelius for retail fraud, while Moore was nabbed for larceny. Both are free on bond on the misdemeanor charges.
Cornelius could face additional charges since he is currently serving a three-year probation term in connection with a 2014 felony conviction for ethnic intimidation. Cornelius and a male relative were convicted of attacking three black men who walked past their Bay City residence.
Moore, court records show, was arrested last September for stealing a cell phone from a Bay City man. She was released on $2500 bond in the misdemeanor larceny case, which remains open.

ROCHESTER, N.Y. (AP) — Six people accused of abducting and torturing two University of Rochester students from suburban Chicago until a SWAT team stormed in have been charged in a 32-count indictment that adds charges of sexual assault and weapons counts.
The grand jury indictment unsealed Wednesday shows the “extreme torture” the two young men — one from Northbrook and one from Aurora — endured during the 40-hour ordeal inside a Rochester, New York, house early last month, Monroe County District Attorney Sandra Doorley said. She declined to comment on a possible motive, saying the continuing investigation could lead to more arrests and charges.
“As far as the victims are concerned,” Doorley said in a news release, “we know they are both very fortunate in that they were located by the good work of the (Rochester Police Department) SWAT team.”
The three men and three women named in the indictment, all in their late teens or 20s, were arrested in December and pleaded not guilty to initial kidnapping charges. The grand jury indictment adds varying counts of assault, gang assault, sexual assault and weapons charges.
The victims, both college seniors, were reported missing Dec. 5, hours after they were last seen near the University of Rochester campus. The incident ended Dec. 6 when police determined they were being held in a house four miles away and sent in a SWAT team to rescue them. One of the victims had been shot in the leg.
The Associated Press is no longer identifying the students because it does not disclose the names of victims of sexual assault.
The indictment includes nine counts of predatory sexual assault against Dennis Perez and Lydell Strickland, who also are charged with multiple counts of gang assault, robbery, weapons possession and criminal use of a firearm.
Leah Gigliotti and Samantha Hughes are charged with kidnapping, assault and gang assault. Inalia Rolldan and David Alcaraz-Ubiles are charged with kidnapping and weapons counts. Alcaraz-Ubiles also is charged with assault. Arrested last, he is scheduled to be arraigned Jan. 20.
The others are due in state Supreme Court in March.
Information about whether the suspects had retained lawyers who could comment on their behalf was unavailable from the court Wednesday.

A Southern California Edison worker died Wednesday evening while responding to a service call in Paramount, authorities said.
The employee was working on the power lines near California Avenue and Jefferson Street about 5:20 p.m. when he was electrocuted, said Cheryl Sims, a supervising dispatcher at Los Angeles County Fire Department.
The worker, whose identity was not released, was pronounced dead at the scene.
A spokeswoman for the company confirmed that the employee worked as a troubleman. Such workers are deployed as first responders to outages and other incidents.
Neighbors told KCBS-TV Channel 2 that the man had arrived after a power outage in the area and that he climbed the pole himself before apparently slipping and falling into the power lines.

Alleging racism and incompetence from the department’s head, the group is calling on Mayor Rahm Emanuel to fire CFD Commissioner Jose Santiago. They say Santiago has failed to provide adequate leadership or hire and promote African Americans, even after a 2011 federal court order to do so.
The founder of African American Firefighters and Paramedics League of Chicago he claims blacks face stricter discipline in the department, and the mismanagement is costing the taxpayers’ money.
More than two dozen firefighters and community leaders plan to rally for reform Thursday morning.
The mayor’s office and Chicago Fire Department have not yet returned requests for comment.

Pat Harrington, the popular comedian and voice-over talent who made a lasting impact as superintendent Dwayne Schneider on the hit sitcom "One Day at a Time," has died, according to his agent. Harrington was 86.

An NYPD cop claims in a federal lawsuit that he was punished by supervisors for not stopping enough black and Hispanic teens in the subways.
Michael Birch, 44, was a transit cop in District 34 in Brooklyn when he secretly recorded a sit-down with his commanding officer and a lieutenant after he had received a poor evaluation in 2011.
Birch was reminded by Capt. Constantin Tsachas that most of the crimes in the subway system were being committed by black and Hispanic teens, while most of the cop’s stops were of women and whites.
“You describe to me who’s committing the crimes, you’re fully aware of it and you’re not targeting those people,” Tsachas said on the tape, which was reviewed by the Daily News.
He said Birch’s police stops only reflected part of the picture.
“Almost half the people you see jumping turnstiles are females,” Tsachas griped. “If you were going to write a report on who’s jumping the turnstiles, you’d say half are females.”
Birch, a 16-year veteran of the force, insisted he was not targeting any specific group and simply stopped whoever he observed committing fare evasion.
“If these people (black and Hispanic teens) are not jumping over turnstiles, what am I going to do?” he argued.
Tsachas was not satisfied that the cop was making an effort to fight crime — and suggested Birch watch turnstiles while hiding.
“You’re like the fire department. You’re just waiting,” the captain said. “The proactive is not there . . . putting your hands on a limited amount of people and not the right people.”
A lieutenant, who is not a defendant in the suit, chimed in: “If you see a group of kids that meet that description, you’re not being racist and you’re not, what’s the word I’m looking for, stereotyping male blacks,” the lieutenant said. “I’m not saying you have to rip his coat and pants off.”
The suit alleges Birch was deprived of overtime, given undesirable assignments and had his work monitored as a result of not meeting the performance measures which the suit contends is a code word for illegal quotas.
“The powers that be are more concerned about their personal legacies than the civil rights of the citizens,” Birch’s lawyer Eric Sanders told The News.
The Birch tapes occurred during the administration of former NYPD Commissioner Raymond Kelly, when several other cops also stepped forward to complain about quotas for arrests, summonses and stop-and-frisks. A Manhattan federal judge found Kelly’s stop-and-frisk strategy was being illegally carried out, which led to the appointment of a court-appointed monitor.

"I'm not going to throw him under the bus. I take responsibility for bringing him on," Sheriff Todd Priebe said of the technician, Rafael George Macias. "If I had known the gruesome details, I may not have taken him on, but what he brings to our agency is nothing but positive."
Macias was 20 and an airman at Carswell Air Force Base in Texas when he pleaded guilty to killing and dismembering his live-in girlfriend, Julia Adams, also 20, in 1977, according to news reports from the time. Police linked Macias to the crime after he reported her missing, the reports say.
Macias later told police he strangled Adams out of jealousy and put her body into a bathtub, cut it in half with a hacksaw and stuffed it into an Air Force packing crate. He was sentenced to 40 years in prison but was released after 13 after being given credit for good behavior.
Reached Wednesday, Macias, now 59, told the Journal Sentinel he argued with the woman and killed her in a "fit of rage."
"There isn't a day I don't regret it. There's no excuse," he said. "You just learn with experience, learn with age that life is short and life is precious."

Responding officers saw a woman in her late 20s sitting in a car with her daughter. The woman backed into one officer’s car and then drove forward, clipping a shopping cart corral and a Crestwood patrol sergeant standing in front of her car, authorities said.
Police caught up with the woman at 150th Street and Kostner Avenue in Midlothian, where she and her child were taken into custody. The daughter’s age was not available.
The Crestwood sergeant was taken to a hospital with minor injuries.
Charges were pending.

Illinois State fines Waukegan alderman Larry TenPas for killing raccoon with tire iron -
Waukegan alderman Larry TenPas was fined this week by the Illinois Department of Natural Resources in connection with a Nov. 14 incident on the city's north side where he beat a raccoon to death with a tire iron.
IDNR Sgt. Bill Shannon said Tuesday that TenPas was ticketed on Sunday for illegal taking of wildlife, which includes a fine of $120. Shannon added that TenPas can contest the ticket in circuit court or pay the fine through the mail.
The incident came to light at the Dec. 7 City Council meeting when north Sheridan Road resident Charles Rush spoke during the audience-comment period, telling the council that a homeowner on Douglas Court had called Waukegan Animal Control the morning of Nov. 14 about an apparently ill raccoon walking near her property.
Rush told the council that TenPas, "was informed about the incident, and he responded on that street, driving down it, opening up his trunk and using an instrument, which I can describe as a tire iron, to beat the animal to its eventual death."
"I'm sorry to report that our alderman, who signed an oath to the city to uphold the laws, was in violation of them on this occasion," added Rush, saying TenPas, "was not licensed to take that upon himself to act in this way."
"Excuses were given that the animal was rabid. I think subsequent tests determined it was not," Rush said. "It was out in daylight hours, which might have caused alarm. But Ald. TenPas' actions were not deliberative, they were reactive, and I find him, personally, in his own nature as unsuitable to serve our ward as alderman."
In an interview the week following the council meeting, TenPas confirmed that he responded to the scene after learning about the call and used a tire iron to kill the animal because, "I was concerned about the safety of kids in the neighborhood."
"I thought, I can take care of it. I take care of many problems in my ward," TenPas said. "Thinking about it, I could have done it a little differently."
The homeowner who called police about the raccoon, Carol Alleman, said in an early-December interview that she called police because the animal appeared disoriented. She added that while she was waiting for animal-control officers to respond, she looked outside her residence to see TenPas "whaling" on the raccoon.
"I saw him hit it 12 times at least," Alleman said. "The raccoon was suffering. It was trying to get away from him and it wasn't able to. ... I was sickened."
TenPas disputed that account, initially saying he hit the animal once but then added it might have been "two or three times."

United Airlines CEO Oscar Munoz has heart transplant
United Continental Holdings CEO Oscar Munoz underwent a heart transplant operation early Wednesday and is in recovery, the company said.
"A transplant was considered the preferred treatment and was not the result of a setback in his recovery," the Chicago-based company said in a late-afternoon statement.
United said it expects him to return to work at the end of the first quarter or the beginning of the second quarter. It said it would provide additional information in the next day or so.
The amount of time a heart transplant recipient spends in the hospital varies. According to the National Heart, Lung & Blood Institute, recovery often involves one to two weeks in the hospital and three months of monitoring by the transplant team at the heart transplant center.

"A transplant was considered the preferred treatment and was not the result of a setback in his recovery," the Chicago-based company said in a late-afternoon statement.
United said it expects him to return to work at the end of the first quarter or the beginning of the second quarter. It said it would provide additional information in the next day or so.
The amount of time a heart transplant recipient spends in the hospital varies. According to the National Heart, Lung & Blood Institute, recovery often involves one to two weeks in the hospital and three months of monitoring by the transplant team at the heart transplant center.
