State Senator Bill Cunningham and Tom Dart's claim that blacks are disproportionately targeted for incarceration in Cook County is not true according to new study.. Despite Cook County having a much higher violent crime rate, many of the predominantly white Counties in Illinois have a significantly higher incarceration rate.. Winnebago County for example is 85% white and has nearly twice the incarceration rate of Cook County..

Cook County has at least a four times higher violent crime rate than any of the above Counties. Cook County has a only a slightly higher incarceration than Livingston County despite a 5000% higher violent crime rate.. Livingston County is 97% white..
